Smartcutter does not generate outputvideo

When generate an outputvideo after some milliseconds the messagebox "transcoding complete" apears. An outputfile of 1kB is generated. There is enougth diskspace available. It worked well before. I use Ver. 1.2.4 trialversion. The bug is new, in the past it worked OK on my System. I tryed with several HD-Inputfiles (720p and 1080i)

Is this input movie in some video format other than those previously okay ones?

I found out new facts. When I use smart cutter with administrator rights it works OK. When I use it with standard user rights it does not generate output video. I use Windows 7 home premium.
