Smart Cutter 1.7.3: Support for AVC level 1.5?

I recent downloaded Smart Cutter 1.7.3 and tried it on a couple of MOV files I have. What I am seeing is that it does not appear to support AVC high Level 5.1 as this appears to be the only difference between 2 groups of files I have. Is this correct or is there something else not allowing this file to load?
When I try to open such a file I receive this error almost immediately: "smart.portable.exe has encountered a problem and needs to close. We are sorry for the inconvenience."
I can successfully open a MOV file with AVC baseline Level 4.1. I'm attaching some technical specs on the two files I am opening below:
