I use Dreambox 800 HD. Are recorded TS files also OK for using with Smart Cutter? Or is there any downgrade if I use Smart cutter for editing?

No. The re-encoding only happens on a few frames for cut point. So nearly all parts of the movie will remain totally untouched.
I use Dreambox 800 HD. Are recorded TS files also OK for using with Smart Cutter?
