Incorrect intersections for MP4 files with v1.4.6

I once again tested smart editor, but unfortunately the version 1.4.6 still contains many errors that I've complained about in the last year, such as the failed creation of the file "vs_fame.ini" (see the attached file "vs_fame.ini.jpg") or here http://www.fame-ring.com/forum/viewtopi ... sung#p1051.
But unfortunately, the conversion from MP4 files is incorrect.
Example: Sony AVCHD video 'Kaminfeuer.mp4', length 00:00: 54:521, 29.970 FPS.
Nominal end point :
Starting point:______00:00:00:000_______ 00:00:00:000_______ 00:00:00:000_______ 00: 00:00:000
End point:_________ 00:00:19:519_______ 00:00:20:520_______ 00:00:21:521_______ 00: 00:28:528
New video length:___00:00:19:519_______ 00:00:20:520_______ 00:00:21:521_______ 00: 00:28:528
Error of the cut video:
1. The videos doesn't have any watermarks 'FAME'.
2. At the beginning the first 29 frames are cut off (approx. 1 second).
3. The next 30 frames are added each video at the beginning (starting from 00:00: 00:967 - frame 30).
4. At the end several frames are cut off depending upon length of the segment:

5. At the end additional frames are attached (source video starting from 00:00: 00:967 = frame 30):

B. Merging two segments
First segment: Start point: 00:00:00:000, end point : 00:00:19:519
Second segment: Just like the first segment.
Overall length: 00:00:38:872
Errors when playing the video:
Power DVD v8:_______________The screen remains black, sound ok.
Windows Media Player 12:_____Only error message.
Media Player Classic:_________ Playback stops at second 19, sound continues.
VLC Media Player:____________Playback stops at second 19 for 1 second, sound continues.
SmartCutter:________________Playback stops at second 18:351 for 1 second. Then the large slide jumps to "0", about every second is counted as one minute and a total time of 26 minutes will be displayed (The video is only 38.872 seconds long!).
The test file 'Kaminfeuer.mp4' is uploaded on snipsnip folder.
