can't cut small fragments

SmartCutter v1.3.1 (and earler)
Please see my sample 5.ts
Set new start point at 00:01:58:340 and try to set new end point at 00:02:00:020
I can't do it - end point is not set.
Why?

Actually, the distance between the start point and the end point must be no less than 2 seconds, otherwise, we can not assure the a/v sync of the output movie.
