Those advantages are achieved because smart encoding does not re-compress video that is already compressed with the output format. For example, if you edit MPEG encoded video, and you want to output it as MPEG (for example to TS), and just make cuts to the video, there shouldn't be (almost) any compression to the video... Since MPEG is lossy, any re-encoding to MPEG will reduce the quality of the video. No compression will not change the quality and thus will give the best quality possible: the original video quality!
And when no compression is needed, rendering can be done VERY fast: just copy the video segment data to the output!
